PMR Property is a Dubai-based boutique developer founded in 2021 by Paulin Tomov. After delivering more than $1B in luxury work across Europe, Tomov brought that know-how to Dubai with a simple promise: build less, craft more. The brand’s mantra—“a fusion of art and opulence”—shows in its collaborators: Foster + Partners on architecture and Emirati artist Mattar Bin Lahej on art and placemaking. The brief is always the same: proportion, light, materials, and a level of finish that feels made, not manufactured.

PMR’s debut, The Rings, sits on the Dubai Water Canal. Two understated low-rise buildings hold just twelve mansions—six in each—planned for privacy and calm.
